Steve likes warmth, doesn't like cold and doesn't like confinement. Which elements of that win vary some, but it's usually in favor of using the blanket. He's definitely not staying on top of it with Bucky under it.
His hand is also warm and his grip is solid enough to show he's actively participating in the touch, but still pretty light. Absent mindedly goes to sliding his thumb along Bucky's wrist.
